中文提要

　　农村社会保障是当前农村社会学研究的一个重要课题，笔者在这里作一个尝试性探索。本文利用社会学、社会工作学和社会保障学的理论和方法，通过一个个案的调查研究，考察当今农村社会保障的发展状况和存在问题，从而提出进一步改革和完善农村社会保障的建议。

　　浛洸镇地处粤北英德市，社会状况和经济条件都属于中国农村的典型。笔者相信，通过对它的考察，能达到认识同类型的中国农村社会保障的目的。本文认为，由于农村实行了家庭联产承包责任制为主的一系列改革，特别是在建立市场经济过程中，农村社会保障发生了深刻的变化。在原有社会保障项目水平提高的同时，出现了许多与社会大生产相适应的社会保障形式。农村的各种社会组织，尤其是家庭也发挥了重要的社会保障功能。由于受各种因素特别是经济因素的制约，农村社会保障还存在着不少问题，诸如农村社会保障管理没有社会化、法律化，保障标准、保障形式都处于较为初级的形态，与农村的市场经济发展不相适应。

　　从社会保障必须与经济发展水平相适应的原则出发，要进一步发展和完善农村社会保障，就浛洸镇的情形而言，当前必须从下面几个方面入手：

　　一、扩大社会保障覆盖面和提高保障标准；

　　二、积极建立社会保障基金；

　　三、提倡家庭保障与社会保障相结合；

　　四、发展集体经济，为农村社会保障提供足够的资金。

　　ABSTRACT

　　Social security in rural area is an important problem for discussion in rural soliolong at present .The  author intends to do atrial research here Empoying the theories and methods of sociollgy ,social work and social security ,through studies of cases .the deve lopment and situation of social secutity in rural area are studied;exsing problems inspected; proposals of  further development and improvement in solial security in rural area mentioned.

　　Hanguan Town situated inountainous district in north Guangdong Province ,is a tipical rural  in China in social and economic situation .The author believes that social security in similar rural area in China be comprehended by studying Hanguan Town .Because of a deries of  reform centered on household responsibility system ,especially market economy conducted ,it is believed in this dissertation ,tremendous changes in social security in rural area have taken place-former social security forms improved and new forms fitting socialized production appeared .on the other ,all kinds off social organiztions in rural area ,especially ,the household ,are giving play to the function of social security .At the same time ,because of restriction of factors ,especially economy,a lot of problems concerning social security in rural area exist ,such as ,the management of social security rural area is not socialized ,nor is it legalized, the standard and form of security are in a primary stage ,unfitting the social economic development in rural area .

　　According to the principle of social security fitting the devlopment of economy ,to develop and perfect social security in rural area ,to Hanguang Town and its like ,the following things should be done at present :

　　1.enlarge social security coverage ,raise security standard ;

　　2.collect social security fund actively ;

　　3.advocate the combination of family security with social security ;

　　4.advance collective economy to provide enough fund for social security in rural area .
